Using a picture which had been modified beyond recognition. Is that copyright infringement?



Say I take this pic:

and turn it into this (plus adding title and name of author):

And then use it as a cover for a book at Amazon.


Is that copyright infringement?

I understand that this question relates more to wikipedia than it does writing but... If I was going to use wikipedia for a source for a res...
