What setting allows a master page to be the top level element in Fireworks?

I am creating an iPhone template, and need to make the master page be on top (for the menubar, carrier, etc...)

This will allow me to simply send everything else to the back and not worry about overflow. However, I can only seem to make master pages be the background element.
